4MENA Network (Middle East and North Africa Network) is a transnational initiative founded in 2024, building on over 20 years of educational cooperation within the Jewish-Arab youth movement in Israel (NOAL – Working and Learning Youth). While NOAL serves as the parent movement and provides foundational educational philosophy and logistical support, 4MENA operates as an independent network with its own strategic goals, international partnerships, and operational structure.
The network aims to foster cross-cultural partnerships and shared society across the MENA region, inspired by the vision of programs such as Erasmus+. 4MENA brings together civil society organizations, educators, and young changemakers from across the region — including Israel, Morocco, Jordan, the Palestinian territories, Egypt, UAE, Bahrain, and Turkey.
Its mission is to create immersive, people-to-people encounters that go beyond political dialogues to build genuine relationships between societies. Activities include bilateral and trilateral exchange programs, regional leadership seminars, resilience-building workshops, alumni initiatives, and issue-based collaborative projects (e.g., confronting antisemitism and Islamophobia, climate action, and post-conflict recovery).
The network currently works in partnership with the European Union and international ministries, and aspires to become a central civic platform for fostering mutual understanding and regional transformation.
Mission and Objectives
4MENA Network aims to foster cross-cultural partnerships across the Middle East and North Africa, empowering young changemakers and building sustainable networks for regional peace, mutual understanding, and shared prosperity.
Main Projects / Activities
Bilateral and Multilateral youth exchanges, leadership development programs, resilience initiatives in conflict-affected communities, alumni networks, intercultural dialogue workshops, and collaboration with civil society organizations across MENA.
