General Information

CEAPAL is registered as a non-for-profit organization since 2010 in Tirana, Albania. It has implemented many projects with regards to capacity building in tourism sector, youth engagement & empowerment and promotion of innovative technologies usage. We are proud of having a wide area of expertise, supported by professional experts (Albanian and internationals). One of the strong arms of our organization, is the volunteering; hundreds of students have been involved in our projects, giving them the opportunity to learn and to contribute. We have a wide network of collaborators enabling cooperation with public institutions, municipalities etc through specific Framework Agreements. CEAPAL is committed towards SDGs (4, 5, 8, 9, 10, 16, 17), while not leaving behind the remaining.

Mission and Objectives

The mission of CEAPAL is to support the growth of human capacities, organizations and communities in Albania in the public and private sector in the field of tourism, environment, agriculture, economy and social welfare, with the aim of contributing to the country development and the inclusion of society in it.

Objectives of the organization:
-Create and execute education and training programs in a number of professional education areas related to tourism as standalone structure or in partnership.
-Provide services/consultancy for tourist product creation and promotion. Provision of services for emerging tourist destinations.
-Mentor and coach young entrepreneurs focused on youngsters (16-30 yo), and women inclusion in tourism economy.
-Identify and promote tourism development efforts in the country and in WB region.
-Digitization of tourism destinations and products.

Main Projects / Activities

CEAPAL has successfully implemented several initiatives:
2024-2025 B-VISA 2030 (Blue Vision 2030 in the South Adriatic) aims to develop a shared long-term strategy for the sustainable Blue Economy across Albania, Montenegro, and Puglia. Its main objective is to strengthen cross-border cooperation, innovation, and sustainability in marine-based industries and coastal tourism. CEAPAL’s role is to contribute with expertise in tourism, training, and community engagement, ensuring that local stakeholders in Albania are actively involved and benefit from the project outcomes.
2023- 2024 Consolidate, Digitise and Promote the Cultural and Heritage touristic offering of Mirdita community and region, in support of future proof sustainable tourism development. Create and deliver e “Hero” touristic product and relevant management and promotional tools, aiming at positioning Mirdita in the map of Culture and Heritage destinations in Albania and the Balkans. Develop the bases for development of integrated tourist offering, targeting international visitors, while helping the economic growth of the area. DigiCult-Tour (Consolidate, Digitise and promote the Culture and Heritage assets of Mirdita as integrated Tourism offering).

2020-2022: Project title: “Integrated Approaches for Cultural Heritage Promotion: Ancient Theatres & Sites Route as Branded Destination”. Funded by Interreg IPA CBC Greece – Albania 2014 -2020.
Activity: Organization of Masterclasses in theory and practice on Tourism Customer Service, Ancient gastronomy, Tourism Promotion.
2020-2021 Tourism events For a competitive wine production sector of Korca Region and the wider Interreg CBC Greece-Albania 2014-2020” activities of the WINCOME project.

2020-2021: Project: INNOViMENTOR project focuses on different types of heritage assets and their values as main lever to invest in human capital and tourism innovation in an effort to achieve socio economic development and cooperation with social partners: a project driven form of co-operation among multilevel actors at transnational level emerges, fully realizing the socioeconomic potential of heritage resources in the Cooperation Area and establishing a unified quality system for the development of tourism products and common service standards with acknowledged market value Activity:
•Research and Documentation for the preparation of the joint pilot project plan in Gjirokastra Region;
•Preparation of 10 heritage narratives for the Creative Tourism Route;
•Editing/Proof Reading for 10 heritage narratives; information adaptation to the Augmented Reality App

2020
Project: INNOVIMENTOR Generating SME product and process innovation with a new tourism mobility model, stakeholder alliances and skills alliances to facilitate the market uptake of local enterprises in remote and sparsely populated areas. Funded by “Interreg Balkan Med Programme”
2020
Project: “Joint Promoting Actions of the Local Entrepreneurship at Greece/Albania less Favored Areas (LFA) on the Viticulture and Wine Production Business Sector”, WINCOME . Funded by “Interreg CBC Greece-Albania Programme”
Activity: Organization of the joint thematic business seminar took place in Korca, Albania. The purpose of the seminar has been to prepare relevant stakeholders (wine producers) in order to be able to take advantage of their production in terms of business development.
2019 Project: EMbleMatiC: Emblematic Mediterranean Mountain as Coastal Destinations of Excellence . Funded by “Interreg Med Programme”
Activity: Training sessions for the implementation of Eco– journey in CIKA Mountain. Training session for Himara Municipality tourism stakeholders and local authorities and organization of a forum for elected representatives
2017Education and training “Mobile and Digital Storytelling on Environmental Issues" implemented from Goethe Institute with collaboration of students A. Moisiu University Durres.
2017Education and Training: I4Tour_Territorial Development for Sustainable Tourism, Creative Enterprises, Rural Development and Young Employment” Financed by IADSA Italian Albanian Debt for Development SWAP Program. Establishment of Tourism Information Points (TIP) & Training
2018 Youth Empowerment and Capacity Building /Education
Boosting employment and self-employment of skilled youth in Himara labor market in the field of tourism and hospitality (ADI) – Municipality of Vlore (Albania). Financed by:

2013-2014Tourism Event “Zadrimor Festival in the land of Fishta” . The cultural – gastronomy-traditions of the Zadrima area and the identification of Zadrima as a potential tourist destination. Objective: conceptualising and organizing the event.
Activity:
•Training of young girl and women in artisans
•Training of young in Horeca
•Preparing a Guide of churches of Zadrima
•Collaboration in : Zadrima fest in land of Fishta

2009-2016: Capacity Building YRADIO The first campus radio in Albania to: Participate – Educate –- Train - Act. Objective: Promote and support the development of responsibility in Albanian citizens through political and civic education; increase and strengthen the political participation of citizens in the democratic processes of the society.

Strategic Networking: Utilizing existing Framework Agreements with municipalities and public institutions to foster local and regional cooperation.

Capacity Building: Delivering specialized training in vocational education, tourism management, and digital storytelling.

Sustainability Expertise: Leveraging staff expertise in the Blue Economy and UN Sustainable Development Goals (SDGs).

CEAPAL (Albanian Center for Education, Tourism and Entrepreneurship) is a non-profit organization established in 2010, dedicated to enhancing human capacities and sustainable development in Albania. With extensive experience in Erasmus+ and Interreg projects, CEAPAL specializes in sustainable tourism, youth empowerment (ages 16–30), and the digitalization of cultural heritage.

The organization has a proven track record in managing cross-border initiatives, such as B-VISA 2030 and DigiCult-Tour, promoting cooperation across the Mediterranean and Balkan regions. Its core strength lies in its expert staff, including Klodiana Çollaku and Brunilda Liçaj, who bring over 20 years of experience in academic research, HoReCa management, and tourism consulting.

As a potential member of the Anna Lindh Foundation, CEAPAL contributes a robust network of student volunteers, expertise in intercultural dialogue, and a firm commitment to the UN Sustainable Development Goals (SDGs).
