General Information

The European Neighbourhood Council is an independent organisation dedicated to fostering dialogue, cooperation and mutual understanding across the European Neighbourhood and the wider Euro-Mediterranean region. Through research, capacity-building projects, cultural and civic initiatives, ENC works to strengthen connections between EU Member States, EU Accession Countries, European Neighbourhood Policy countries, and neighbouring regions.

Our activities bring together scholars, civil society actors, youth groups, educators and local partners to promote shared values of democracy, social inclusion, cultural exchange and peaceful cooperation. By combining analytical research with trainings, partnerships and public events, ENC facilitates cross-cultural understanding and supports communities in addressing common regional challenges.

ENC’s diverse network, represented by experts from both EU and non-EU countries, guides our mission to contribute to a more open, resilient and interconnected Euro-Mediterranean space. Our work aligns with the core principles of the Anna Lindh Foundation: promoting dialogue between cultures, strengthening people-to-people exchange, and encouraging a more inclusive and vibrant civil society.

Mission and Objectives

Since its inception in 2016, ENC has developed partnerships with non-governmental and governmental organisations across the ENP area and Wider Europe. As an independent, non-governmental research organisation, ENC collaborates with academics, experts, and civil society actors on key issues that shape relations between Europe and its neighbours, including migration, societal resilience, security, development, democratic governance, and regional cooperation.
The European Neighbourhood Council advances research, dialogue, and cross-border cooperation throughout Europe and its surrounding regions. ENC’s main objectives are to:
Promote democratic governance, security, prosperity, and intercultural understanding between Europe and its neighbours.
Strengthen cooperation and exchange by supporting research, capacity-building, and outreach among governments, academia, civil society, and the private sector.
Provide data-driven insight and policy-relevant analysis that bridges EU and regional priorities, particularly in areas such as the Caucasus, Balkans, Türkiye, and Central Asia.
Encourage youth participation, educational exchange, and the promotion of shared values, contributing to greater dialogue, inclusion, and global citizenship.

Main Projects / Activities

ENC conducts interdisciplinary research, large-scale data collection, and project implementation funded by EU institutions and national development agencies. Our work combines policy analysis with capacity-building, intercultural dialogue, and community engagement. Recent key initiatives include:
“Empowering the Geopolitical EU” (Horizon Europe, €3M+) – Strengthening EU strategic capacities in the Eastern Neighbourhood and Western Balkans through inclusive policy innovation and stakeholder engagement.
“Mediatized Discourses on Europeanization” (Horizon 2020, €2M+) – Examining how media narratives shape public perceptions of the EU across Europe and its neighbours.
“Strengthening Business and Human Rights in Türkiye” (German MFA, €180K) – Building awareness and monitoring capacity among businesses and civil society.
“Promoting Equal Economic Opportunities and Youth Resilience in Kyrgyzstan” (EIDHR, €600K) – Empowering women and youth through digital literacy and green economy skills.
“Beyond Erasmus” (EU Delegation & FNF) – Supporting university cooperation and youth dialogue on EU–Türkiye relations through lectures, workshops, and training.
ENC’s methodology combines quantitative and qualitative research, training programmes, participatory workshops, and policy dialogue events. Our outputs, incl. policy papers, academic studies, and stakeholder briefings, are used by EU institutions, national governments, civil society, and educational partners to support evidence-based decision-making and promote inclusive cooperation across regions.

How can you contribute to the Network in your country?

ENC can contribute to the Anna Lindh Foundation Network through its strong regional expertise, cross-border partnerships, and communication capacity. By connecting academia, civil society, media, and policymakers, ENC can:
Strengthen intercultural dialogue through evidence-based programming and regional cooperation.
Provide high-quality data and analysis on societal resilience, disinformation, and youth engagement in the Euro-Mediterranean region.
Support capacity-building and joint research between EU and Mediterranean partners.
Disseminate ALF initiatives through ENC’s academic council and communication channels, reaching media and universities across Europe, Türkiye, and neighbouring regions.

Why do you want to join the ALF Network?

The European Neighbourhood Council (ENC) seeks to join the Anna Lindh Foundation Network to strengthen intercultural dialogue, regional cooperation, and civic engagement across the Euro-Mediterranean area, principles that lie at the heart of both ENC’s mission and ALF’s founding values.
Our organization shares the Foundation’s vision of a Mediterranean region built on mutual understanding, diversity, and shared prosperity. Since its establishment, ENC has worked to connect Europe with its neighbours through research, education, and collaboration. Joining the ALF Network will allow ENC to deepen this work by engaging directly with civil society, academic institutions, and youth organizations active in intercultural dialogue and peacebuilding.
ENC’s geographic scope and long-standing engagement in the Southern and Eastern Neighbourhood, including Türkiye, the Caucasus, the Western Balkans, and Central Asia position it well to contribute to ALF’s regional and cross-sector cooperation. Many of our initiatives already advance the ALF’s objectives, such as:
Youth empowerment and education: Through projects like Beyond Erasmus and Understanding Future Values, ENC has supported inter-university cooperation and youth dialogue on shared European and Mediterranean priorities, promoting active citizenship and social inclusion.
Intercultural exchange and mutual understanding: ENC’s partnerships across Europe, Türkiye, and Central Asia foster dialogue between cultures, academic communities, and local actors, aligning with ALF’s commitment to strengthening cultural ties. (?)
Media, communication, and trust-building: Our extensive media mapping and information literacy projects across Central Asia and the Middle East contribute to countering FIMI, disinformation, improving societal resilience, and building mutual trust between communities, key components of intercultural dialogue.
Joining the ALF Network will enable ENC to collaborate on joint research and cultural initiatives, share analytical insights from its evidence-based policy work, and connect with organizations that translate intercultural dialogue into local impact. The ENC also hopes to contribute to training, exchange programs, and regional dialogues that advance common values of democracy, peace, and coexistence.
Ultimately, ENC views participation in the ALF Network as a way to bridge its expertise with the Foundation’s people-centered mission, to turn research and policy analysis into tangible intercultural understanding, civic engagement, and cooperative action across the Mediterranean and its neighbourhood.
