Fawasel for Civil Society Development is a Jordanian non-profit organization that promotes civic participation, accountability, and community partnerships. The organization’s structure includes a small core team of four full-time staff and a network of local facilitators and partner organizations across Jordan. Its annual budget averages around 200,000 USD, sourced from international donors and local partnerships. Fawasel implements projects focusing on community dialogue, participatory planning, youth empowerment, and advocacy for improved municipal performance. Its modalities of action include training workshops, dialogue sessions, research studies, and policy advocacy campaigns. Key partners include the Institute for Law and Society, EU-funded programs, and local municipalities. Through these collaborations, Fawasel strengthens community voices in decision-making processes and fosters sustainable local governance practices.
Mission and Objectives
Fawasel for Civil Society Development strives to achieve justice in the distribution of opportunities and development resources across Jordan by empowering marginalized communities—particularly women and youth in rural and underserved areas—and promoting their active participation in public life. The organization believes that inclusive development can only be achieved through genuine partnerships that ensure broad participation in policy-making and foster a culture of human rights and social protection aligned with Jordan’s international commitments and the 2030 Sustainable Development Agenda.
Fawasel’s strategic goals include: enhancing civic participation and constructive dialogue between citizens and decision-makers; promoting transparency, accountability, and the rule of law; protecting human rights—especially those of women, girls, persons with disabilities, and refugees; fostering social cohesion and tolerance; advancing women’s and youth’s economic empowerment; and supporting the implementation of Jordan’s National Action Plan on UNSCR 1325 by strengthening women’s participation in decision-making, peacebuilding, and protection from violence.
Main Projects / Activities
Fawasel for Civil Society Development implements its mission through three main programs:
Political Participation and Accountability Program:
This program focuses on promoting civic engagement, good governance, and government accountability. Key initiatives include Ana Usharek (IPP Project), Nazaha, and Participation is Right, which empowered citizens—including persons with disabilities—to understand their political rights and participate effectively in public life. The program also includes Developing School Education Policies and Youth are the Decision Makers, which supported youth advocacy and evidence-based policy dialogue. The Youth Leadership Council (Majlis Al-Qiyadat Al-Shababiya) was recently launched to build a nationwide network of youth leaders engaged in civic and political life.
Economic Empowerment Program:
This program enhances women’s and youth’s access to economic opportunities through skills development and entrepreneurship. Projects such as My Nursery and Livelihood Support equipped women and young entrepreneurs to establish and license home-based businesses and nurseries in compliance with national legislation, providing sustainable income and employment pathways.
Human Rights and Dialogue Program:
This program promotes tolerance, inclusion, and social cohesion while defending human rights for marginalized communities, including women, refugees, and persons with disabilities. Projects under this pillar include Partners in Dialogue, Civil Rights of Refugees and Migrants, Salt Podcast, and Free Press, all of which fostered intercultural understanding and strengthened local media capacity. The newly introduced Voices Without Limits initiative (“Aswat Bila Qoyood”) aims to amplify the voices of marginalized groups through new media and digital storytelling.
Through these integrated programs, Fawasel has built a strong reputation for advancing participation, empowerment, and dialogue across Jordan.
How can you contribute to the Network in your country?
Fawasel for Civil Society Development can contribute to the Anna Lindh Network in Jordan by leveraging its extensive experience in civic participation, dialogue, and community empowerment to strengthen intercultural understanding and social cohesion. Through its programs on political participation and accountability, economic empowerment, and human rights and dialogue, Fawasel can share best practices, organize joint initiatives, and host dialogue sessions that bring together youth, women, civil society, and local authorities from diverse backgrounds. The organization can also contribute by producing media content and digital storytelling that amplifies voices from marginalized communities—especially through its “Voices Without Limits” initiative—and by supporting the Network’s objectives through capacity-building workshops, community exchanges, and regional partnerships promoting tolerance, equality, and inclusive development.
