The Institute for Leadership and Public Policy (ILPP) is committed to advancing inclusive, evidence-based policymaking that empowers women and youth and strengthens democratic participation among these groups of citizens. Through training, leadership development, and advocacy, ILPP works to improve gender equality, civic participation, and socio-economic inclusion. ILPP collaborates with local, national, and international actors, and is actively engaged across all 9 municipalities of the Polog region.
The Association Institute for Leadership and Public Policy is a non-governmental organization operating in Tetovo and Polog region, North Macedonia. The territory of North Macedonia consists of 80 municipalities grouped into eight statistical regions. Municipalities of North Macedonia are organized into executive sections (administration) and the decision-making body/municipal council. The Institute mostly operates in the Polog region, which involves a total number of nine municipalities (Bogovinje, Brvenica, Gostivar, Jegunovce, Mavrovo I Rostusa, Tearce, Tetovo, Vrapciste, and Zelino. The Institute’s mission is to empower young people and women in the Polog region by providing inclusive opportunities for active community participation. Through skill-building courses, leadership development, and knowledge enhancement, we aim to reduce youth unemployment and promote women’s involvement in political and public life. Our initiatives foster an inclusive and equal society, contributing to the country’s EU accession goals. Additionally, our mission is to support local institutions and stakeholders by providing credible research and actionable policy recommendations that address the needs and challenges of our target groups.
The Institute is committed to identifying problems and building initiatives based on society’s needs. The Institute’s team consists of people who strongly believe in the Institute’s mission and vision, but also who take initiatives in improving the local community. There are things in our community that need upgrading and enhancing, so due to this, the Institute always tends to work towards improving life in the public sphere. We believe that by commitment, perseverance, and dedication, we can slowly ease these difficulties. ILPP stands for an organization that brings changes and has the spirit of improvement through the power of trust-worthy alliances and coalitions. By building strong networks with relevant community individuals and partners, local institutions and organizations, businesses, educational institutions, ILPP works toward greater societal development and a community of engaged, dedicated citizens who take part in community life and become drivers of change!
The team of the ILPP are experienced staff with decades of experience, through their commitment to gaining the trust of supporters such as the Embassies of the UK and the US in North Macedonia, the Embassy of the Netherlands in North Macedonia, as well as relevant community stakeholders in the country. Currently, the number of volunteers has reached up to 20 people.
Mission and Objectives
Mission: Our initiatives foster an inclusive and equal society, contributing to the country’s EU accession goals. Our
mission is to support national institutions and stakeholders by providing credible research and actionable
policy recommendations that address the needs and challenges of our target groups. This through research
analysis, skill-building courses, leadership development, and knowledge enhancement, aiming at improving
quality of two major communities in the society – the one of youth and women striving at a dignifying future
for all.
Objectives: fostering informed public debate on these topics; 2.Educate interest groups and cultivate leaders grounded in
strong moral values, ensuring impactful leadership for the present and future; 3.Conduct research and
analysis to develop and promote public policies that enhance the economic, social, and political landscape in
North Macedonia and beyond; 4. Support the harmonization of Macedonian legislation with European Union
standards and facilitate the implementation of public administration reforms; 5. Advocate for and promote
gender equality across all sectors of society; 6.Prevent the brain drain through offering well-designed
approaches and solutions for youth; 7. Contribute to achieving Sustainable Development Goals (SDGs) in
Macedonia and the broader region; 8. Provide critical and analytical support for advocacy by leading national
and international policy initiatives and research while sharing results with the public; 9. Build and sustain
regional and international networks of successful individuals, organizations, and groups that exemplify
effective leadership and work collaboratively to advance societal progress in North Macedonia and the region.
Main Projects / Activities
The Institute for Leadership and Public Policy (ILPP) has led and partnered on numerous impactful projects focused on youth empowerment, women's leadership, civic engagement, and labor market development in North Macedonia, particularly in the Polog region. Through initiatives such as “LEAD Hub” and “Empowered Youth – Resilient Economy,” ILPP has trained hundreds of young people, supported start-ups, and built strong connections between job seekers and employers. The organization has also worked to increase the participation of women in politics and empower young women in STEM fields through mentorship, skills training, and advocacy. During the pandemic, ILPP created an active digital space for youth through creative online activities. Additional efforts have included raising awareness on geopolitical issues, promoting civic responsibility, and fostering youth leadership within the NGO sector. Across all projects, ILPP emphasizes innovation, inclusivity, and community-driven solutions to social and economic challenges.
How can you contribute to the Network in your country?
We will promote the dialogue among youth, empower marginalized groups, create opportunities for young people, women, girls and marginalized groups and provide civic opportunities, organize activities, and strengthen the regional cooperation.

ILPP sees the ALF Network as an opportunity to grow, collaborate and contribute, in order to create a stronger and united civic society. ILPP will have an opportunity to share its experience and good practices and exchange knowledge, take part in joint actions, contribute to the common goals and strengthen its advocacy work in areas like inclusion, youth engagement, and civic participation.
