Established in 1984 by the National Council of Arab Mayors, and registered as a non-profit in 1993, the FUCAE is a professional body representing the Palestinian minority in Israel in all matters related to education.
Mission and Objectives
The FUCAE's aim is to develop and improve Arab education, as well as to equate it to Jewish education in resources and quality.
Ultimately, the FUCAE’s goal is for Arab education to respond to the needs of Arab society in Israel.
The FUCAE’s main objectives are:
- To achieve autonomy of Arab education within the Israeli school system
- To address the needs of Arab Palestinians in Israel as a national collective with its specific history, culture and identity
- To equate Arab education to Jewish education in resources and quality
- To respond to emergency situations and specific social challenges (such as community violence, war-related emergencies and crackdown on freedom of expression, anti-democratic legislation and more).
Main Projects / Activities
1.Advocacy and policy change
•Official participation in the planning of GR550’s educational chapter
•Monitoring of ministerial decisions, directives and reforms impacting Arab education
•Coordination of K-12 and higher education emergency committees following October 2023
•Initiation of meetings with policymakers and elected officials on the local and national levels
•Research and data collection towards the publication of reports and policy papers
•Traditional and social media outreach and advocacy
•Legal advocacy – submission of petitions to the High Court on strategic issues
2.Grassroots action with educational actors
Capacity building, organizational development, awareness raising and knowledge sharing to empower local educational actors to defend the educational rights of Arab students. We work with:
•Parents and Parents’ Committees
•Teachers and school principals
•Heads of Educational departments in Arab local authorities and their National Forum
•Researchers and academics in the field of education, especially through our Arab Pedagogic Council
•Students, lecturers and academics in institutions of higher education
3.Regional activity
A regional approach to our interventions allows us to better respond to specific challenges:
•Arab Bedouins in the Naqab, in order to address the dire conditions of education in the Naqab.
•Arabs in mixed cities, in order to address the specific issues of education in mixed cities.
4.Curricula building
With the support of the Arab Pedagogic Council, we work on the development of educational contents directed at strengthening Arab identity and language, contents that can help Arab society better deal with its complex challenges as a national minority in Israel.
•The ‘Roots’ project - an alternative education program destined to deepen Arab students’ acquaintance of their identity and belonging to Palestinian history and culture.
•Arab language - promotion of pedagogic booklets providing alternative methods of strengthening Arab language through the issue of identity.
•Dealing with the issue of violence – a 2024-2025 campaign titled ‘Year to Overcome Violence’.
5.Public events and conferences
Every year, the FUCAE initiates various nation-wide events for different target groups: teachers, heads of educational departments, school principals, academics and researchers and more.

The Follow-Up Committee on Arab Education (FUCAE) can bring valuable insight and advocacy experience to the ALNetwork in Israel by highlighting the educational challenges faced by the Arab community and promoting inclusive, rights-based education policies. With our deep community roots and policy expertise, we can enrich the network’s dialogue on diversity, equity, and democratic values, while also fostering collaborative initiatives that empower marginalized groups and advance intercultural understanding across Israeli society.
