What is ALF in Motion?

ALFinMotion gives intercultural dialogue civil society entities the chance to connect face-to face with partners from a complementary shore of the MediterraneanALFinMotion provides financial support to cover mobility costs. Through this Programme, entities can choose to develop projects with new partnersbring an expert to their existing event, co-create art or produce new knowledge. In this programme, we introduce four distinct modalities (PACK) 

Four Ways to Participate

Choose the modality that best fits your intercultural dialogue initiative: 

Mobility for Partnership 

Duration: Minimum 7 days, excluding traveling days 

Funding: 1.300 euro 

Purpose: Develop joint project proposals for international donors 

Mobility for Action 

Duration: Minimum 2 days, excluding traveling days 

Funding: 1.000 euro 

Purpose: Bring external expertise to workshops, debates, trainings, and cultural events, among others 

Mobility for Creativity 

Duration: Minimum 20 days, excluding traveling days 

Funding: 2.200 euro  

Purpose: Host artists and creative individuals for collaborative cultural initiatives 

Mobility for Knowledge 

Duration: Minimum 7 days, excluding traveling days 

Funding: 1.300 euro 

Purpose: Partner with specialized entities to produce intercultural dialogue know-how 

Who Can Apply

Eligibility Requirements

  • Each application must be submitted by a single organisation (the host) to invite one representative from another organization (the hosted). The host and the hosted must be based on different shores of the Mediterranean* (*): Northern Shore: Albania, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Cyprus, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, North Macedonia, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden (*): Southern/Eastern Shore: Algeria, Egypt, Israel, Jordan, Lebanon, Mauritania, Morocco, Palestine, Syria, Tunisia, Türkiye

  • The applicant (host organisation) must be a legal entity registered in one of the 43 Euro-Mediterranean Partnership countries1. The same applies for the hosted organization, with the exception of the Creativity Modality, where individual artists (not representing organisations) are eligible to be hosted.  
  • Activities must take place in the host organisation’s home country 

How to Apply

1- Choose your mobility 

Review the four mobility options (Partnership, Action, Creativity, Knowledge) and choose the one that matches your initiative 

Note: Each host organisation can only submit one proposal per call and activities already funded by ALF are not eligible 

2- Identify who you want to host 

As the host organisation (the applicant), identify the representitive of the organisation you want to host from the other Mediterranean shore and have their agreement to participate, before you submit your application 

Tips for finding a partner:

You can use the ALF Network Page to find potential partners. The webpage allows you to search organisations by country or by their thematic focus (such as intercultural dialogue, youth engagement, arts and culture, gender, education, etc.), making it easier to identify a partner whose expertise and mission align with your project goals.

You can also join the WhatsApp community group that is a member-led group for entities to get to know one another and to find potential partnerships for a mobility.

3- Complete the application form in English, French, or Arabic 

Note: The form cannot be saved as a draft or edited after submission. If you submit more than once, only the most recent version will be reviewed. Applications with answers that are fully generated by AI will not be considered.

Selection Criteria

Selection criteria will be based on the quality of the applications received in terms of impact. Priority will be given to civil society entities that are members of the ALF Network. A gender, youth and geographical balance between regions and countries will be observed. 

Due to the large number of applications expected, the limited resources available, and the aim of diversifying the beneficiaries, priority will be given to applications that did not receive funding in the previous “ALFinMotion” calls launched in 2024 or in 2025.

The following elements will be considered:  

Relevance of the proposed initiative in terms of Intercultural Dialogue and priority topics (20%) 

Added value of the hosted entity in relation to the proposed mobility (20%)  

Specific experience of the hosted person in relation to the proposed mobility (30%) 

Complementarity between the host and the hosted entity (30%) 

Funding Details

Grant Payment Structure 

  • Lump sum payments transferred after mobility completion, submission and approval of final reports, including the required proofs of implementation 
  • 60% advance available upon request with 120 euro bank fee deduction 

What's Covered

The lump sum is intended to cover all mobility-related expenses including visa facilitation; international and local transportations; accommodation and local expenses 

Application Requirements by Modality

Mobility for Partnership

The minimum duration of the stay abroad is seven days, excluding traveling days

Its purpose is to encourage the joint formulation of intercultural dialogue project proposals to be submitted to a pre-identified national or international donor. The project proposals produced shall be directly related to concrete aspects of intercultural dialogue and address specific needs identified at the local, national, or regional level. The ALF will prioritize project proposals with innovative approaches and oriented towards peacebuilding and conflict resolution; coexistence and living together; inclusive dynamics; challenging disinformation and misinformation.  

Final reporting requirements:

  • Nominative boarding passes for flight tickets or tickets for other means of transportation 
  • A minimum of three high-quality photographs capturing mobility’s engaging moments 
  • The produced concept note of the project proposal elaborated with the following minimum elements: summary, description and relevance, in accordance with the template and the online evaluation report provided by the ALF Secretariat.  

Mobility for Action

The minimum duration of the stay abroad is two days, excluding traveling days

The minimum duration of the stay abroad is two days, excluding traveling days 

The objective is to enrich an initiative organised by the host organisation with the participation of a hosted organisation member from the other shore of the Mediterranean, to foster inter-cultural dialogue among participants of the event. 

Final reporting requirements:

  • Nominative boarding passes for flight tickets or tickets for other means of transportation 
  • A minimum of three high-quality photographs capturing mobility’s engaging moments 
  • Communication support(s) and audiovisual material(s) produced, participation sheet(s) 
  • News elaborated following the guidelines for the ALF Corporate Website Network News Section and an online evaluation report provided by the ALF Secretariat.  

Mobility for Creativity

The minimum duration of the stay abroad is twenty days, excluding traveling days

It invites creative agents of the Euro-Mediterranean space from various disciplines and sectors to co-create cultural/creative initiatives related to Intercultural Dialogue. The host organisation must provide beneficiaries/mobilised person with the space and means to work. ALF particularly welcomes initiatives that specifically involve migrant communities, encouraging social engagement or with an outreach purpose.  

Final reporting requirements:

  • Nominative boarding passes for flight tickets or tickets for other means of transportation 
  • A minimum of three high-quality photographs capturing mobility’s engaging moments 
  • Communication support(s) and audio-visual material(s) produced, participation sheet(s) 
  • News elaborated following the guidelines for the ALF Corporate Website Network News Section and an online evaluation report provided by the ALF Secretariat.  

Mobility for Knowledge

The minimum duration of the stay abroad is seven days, excluding traveling days

Its aim is the creation of tandems between Civil Society Organisations and specialized entities (think-tanks, specialized centers or universities) to co-produce cross-sectoral/cross-border knowledge on relevant aspects of Intercultural Dialogue. ALF maintains co-ownership of the final knowledge product’s publishing rights and intellectual property. Preference will be given to submissions related to the production of new methodologies, innovative approaches or analytical documents.  

Final reporting requirements:

  • Nominative boarding passes for flight tickets or tickets for other means of transportation 
  • A minimum of three high-quality photographs capturing mobility’s engaging moments 
  • The final knowledge product

Important Notes

  • The ALF Secretariat provides support letters (upon request) as a support document for applicants’ visa applications 
  • Visa process is the responsibility of the beneficiaries, ALF is not responsible for the acceptance or rejection of any visa application 
  • The mobilized participant must possess a valid travel document with at least six months’ validity from the date of travel  

Background

The ALF, (https://alf.website/en/), was created in 2005 as a Euro-Mediterranean intergovernmental organisation based in Alexandria. The ALF, inspired by Anna Lindh’s legacy, is committed to fostering intercultural dialogue within its mission of nurturing inclusive societies where diversity is celebrated and everyone’s voice is valued. By promoting peace, justice, and strong partnerships, the ALF strives to create a world where people from diverse backgrounds live in harmony through open and meaningful intercultural exchanges. 

ALF brings together organisations, institutions, policy makers, and other change makers from all Euro-Med countries to open a dialogue and cooperate. People meet, learn, and collaborate, through the Foundation’s different Programmes and initiatives in different fields to empower them to create a chain of positive change that touches more lives and communities. Its action is grounded on the two main ALF bodies: Its National Civil Society Networks, with more than 4.500 members, and the 43 States of its Board of Governors. 

Framework and financial allocation

This call is developed in the framework of the EU Grant Phase VII, in accordance with the ALF Multiannual Work Programme 2025-2028. The indicative overall amount allocated to this call is 40.000 euro. The ALF Secretariat reserves the right not to disburse all available funds.
