This article, published in the Revista Lusófona de Educação in 2025, provides a comprehensive reflection on digital inclusion and the transformation of education in Portugal through technology. The author analyses how digital education can become an instrument for social equity when guided by inclusive and intercultural principles. Drawing on national and international research, the article explores the multiple dimensions of inclusion in digital learning environments, focusing on accessibility, participation, and digital literacy as foundations for an equitable educational system.
The study examines the challenges faced by teachers and learners in the digital transition that accelerated during and after the COVID-19 pandemic. It highlights how unequal access to devices, internet connectivity, and digital skills creates new forms of exclusion that mirror pre-existing social inequalities. At the same time, it presents innovative practices and educational policies in Portugal that promote universal design, accessible content, and participatory pedagogies. The author argues that true digital inclusion requires not only technological investment but also cultural change, valuing diversity as an asset and ensuring that all students—particularly those with disabilities, migrant backgrounds, or limited economic resources—can benefit equally from digital learning opportunities.
The article concludes by proposing an integrated vision of Educação Digital Inclusiva that connects technology, pedagogy, and social justice. It calls for stronger collaboration between schools, universities, and community organisations to co-create inclusive educational ecosystems. Within the Euro-Mediterranean context, this publication contributes to the broader debate on how digital transformation can advance intercultural dialogue, democratic participation, and the human right to education.
