The Portugal Country Report of the Migrant Integration Policy Index (MIPEX) 2020 provides a comprehensive evaluation of national policies aimed at promoting the integration of migrants. Developed by the Migration Policy Group in collaboration with national experts, the report assesses Portugal’s performance across key policy areas including labour market mobility, education, political participation, health, family reunification, long-term residence, access to nationality, and anti-discrimination.
Using a standardised comparative methodology applied across 52 (fifty-two) countries, MIPEX measures the extent to which national laws and policies create equal opportunities for migrants to participate in society. Portugal is consistently recognised as one of the most inclusive countries in Europe regarding migrant integration policies. The report highlights strengths such as accessible nationality procedures, anti-discrimination frameworks, and inclusive education measures. At the same time, it identifies areas requiring further improvement, including policy implementation gaps and long-term social inclusion strategies.
The publication combines legal analysis with comparative benchmarking, allowing policymakers, researchers, and civil society organisations to understand Portugal’s integration framework within a broader European and international context. By presenting structured indicators and evidence-based assessments, the report supports informed public debate and contributes to the development of transparent and accountable migration governance.
Within the Anna Lindh Foundation’s framework, this report is particularly relevant as it links migration policy to intercultural dialogue, equal rights, and democratic participation. It reinforces the importance of evidence-based policymaking in building inclusive societies and strengthening social cohesion across the Euro-Mediterranean region.
