Abstract
One of the important policy areas of the welfare state approach, which aims at the well-being of societies and provides for
interventions within this framework, is youth. This is because every social policy is an investment in the future and this
investment continues its existence through new generations. Therefore, the evaluation of youth policies and practices
is very important. The current study, prepared in accordance with the qualitative research method, aims to evaluate
the youth vision adopted in Turkey in recent times and the practices implemented within this framework. Within
the scope of this objective, 106 studies included in the study in accordance with the PRISMA protocol were analyzed
through thematic analysis. General policies on the themes of youth objectives, education, family, entrepreneurship and
employment, disadvantaged groups and social inclusion, culture and art, digitalization and participation were addressed
within the scope of youth objectives. In this context, it was observed that three dimensions, namely social dimension,
knowledge and competencies dimension and psychological dimension, came to the fore in the youth vision put forward
in recent policy documents. It was identified that the psychological dimension of youth, who are subject to high social
expectations and are intended to be equipped with various knowledge and competencies, remains relatively weak both in
objectives and in policy implementations. It was observed that Turkey’s recent youth policy approach is compatible with
other countries in areas such as education, employment, participation, but differs in areas such as family and national
history awareness. The discrepancies that emerged between recent youth objectives and policy implementations were
addressed from a social policy perspective, and recommendations were presented to policy makers and researchers.
